Official procedures for examination results, certification, and appeals
Overview
The Higher Education Examinations Council (HEXCO) maintains strict procedures for the publication of examination results, issuance of certificates and transcripts, and handling of appeals. These regulations ensure transparency, security, and fairness in all examination-related processes.
All candidates, examination centers, and personnel must adhere to these regulations to maintain the integrity and credibility of HEXCO qualifications.
Release and Publication of Examination Results
Official procedures for results publication
Council Approval
Examination results shall only be published after the approval by the HEXCO Council Chairperson.
Printing and Dispatch
HEXCO shall notify RECC to print on a special paper with security features and dispatch examination results to regional examination centres.
Issuance to Candidates
Examination centres shall issue examination results to individual candidates in accordance with procedures.
Disciplinary Measures
Disciplinary measures and/or legal action will be taken against any member for any improper release of examination results.
Publication Procedures
Examination results shall be published in accordance with HEXCO publication procedures.
Results Processing
Examination results shall be processed by HEXCO.
Certification
Certificate and transcript issuance procedures
Issuance Timeline
Certificate and Transcript shall be issued within 3 months after the release of results.
Dispatch to Centres
NEO shall dispatch Certificate and Transcript to RECC for collection by examination centres.
Academic Transcript
Academic transcript shall be originated from NEO and signed by the HEXCO Chairperson and HEXCO Board Secretary.
Lost Certificates
In case of lost certificates, HEXCO shall issue a confirmation of qualification for a fee based on the current fees schedule.
Re-mark and Appeal
Procedures for appealing examination results
Right to Appeal
A candidate who is aggrieved by an examination assessment may appeal to HEXCO through the Head of Department/Division.
Appeal Timeline
Appeal by the aggrieved candidate shall be made to HEXCO, through the examinations centre and the Regional Examinations Coordinating Centre. The appeal for remark should reach HEXCO within thirty (30) days after publication of results.
Important Notice
The applicant should acknowledge and accept that immediately upon lodging of the re-mark or appeal against a decision and paying the required fee, the existing mark becomes null and void.
Fees
A re-mark and appeal application shall attract a fee as prescribed by HEXCO.
Re-marking Process
Remark shall be conducted by a panel of teaching/lecturing experts, who were not involved in the initial marking of the script, drawn from institutions of higher education.
Final Mark
A candidate's final mark shall be that determined by a re-mark.
No Refunds
There shall be no refund of fees after a re-mark and appealing against decision.
Procedure
The application procedure and feedback of re-mark and appeal results shall be as shown on the Appeals Procedure.
Results Timeline
HEXCO shall administer the re-marking exercise and release the results within 21 days.
Offences and Penalties
Examination malpractices and legal consequences
⚠️ Any person (including HEXCO official, agent or staff of Council) who commits any of the following offences shall be liable for prosecution in terms of the Criminal Law Codification and Reform Act Chapter [9:23] and shall be guilty of an offence and liable to a fine not exceeding level fourteen or to imprisonment for a period not less than nine years and not exceeding twenty-five years or to both such fine and such imprisonment.
Unauthorized Access
Without lawful cause gains access to any examination materials
Disclosure of Content
Reveals the contents of any examination material to an unauthorised person
Material Damage
Maliciously damages or destroys examination material
Impersonation
Sits or offers or attempts to present himself at an examination with the intention of impersonating another person
Forged Certificates
Presents a forged certificate or diploma to a prospective employer or to an institution of learning with intent to gain employment or admission
Unauthorized Printing
Without the authority of the council prints or sells any certificate or award of the Council
Breach of Secrecy
An official, agent or staff of Council, breaches an oath of secrecy
Unauthorized Possession
Obtains unauthorised possession of examination paper, material or information or prewritten material before, during or after the examination, whether in physical or electronic form
Loss or Misuse
Losses or misuses examination papers or material
Facility Damage
Causes damage or destruction to examination materials or facilities
Copying
Copies other candidates' work during an examination
Plagiarism
Plagiarises material from textbooks or the internet without acknowledgement
Disturbances
Is found in possession of offensive material during an examination or causes disturbances during or at examination
Other Malpractices
Engages in any other form of examination malpractices including but not limited to: giving examination papers to candidates, disclosing contents, altering answer scripts, fraudulent replacement of scripts, unauthorised use of electronic gadgets, tampering with sealed scripts, or any conduct undermining examination integrity
Professional Conduct
Any Personnel involved in the running of examinations should conduct themselves professionally and should take note of the following paragraphs of the first schedule (Section 2) of the Public Service Regulations of 2000 as amended/TESC Regulations:
- •Failure to perform any work or duty properly assigned, or failure to obey lawful instruction
- •Unauthorized or improper disclosure or use of classified or confidential information
- •Corruption or dishonesty
- •Any act of omission which is inconsistent with or prejudicial to the discharge of official duties, including the abuse of authority
Disposal and Retention of Examination Material
Procedures for handling examination materials
Scripts Disposal
Disposal of examination material scripts shall be done 365 days after release of results.
Artifacts and Portfolios
Artifacts and portfolios shall be returned to candidates after sixty (60) days from the date of publication of results.
Confidential Disposal
Completed regular examination material will be disposed of confidentially through an approved company.
